How To Apply For Dog License?

It is important to note that different local authorities may have different by-laws that govern the licensing of dogs within their respective jurisdictions. Therefore, dog owners must ensure that they comply with the rules applicable to their particular area. For example, if you are a dog owner residing in Petaling Jaya, you should comply with the dog licensing requirements and conditions imposed by the Majlis Bandaraya Petaling Jaya (MBPJ).
According to MBPJ, a dog owner can submit their application through the designated licensing portal at https://elesen.mbpj.gov.my. The applicant are required to submit several documents in PDF or JPG format and each file cannot exceed 2MB. The required documents include:-
i. a copy of the applicant’s identity card,
ii. a photograph of the front of the house,
iii. a photograph of the dog,
iv. a copy of the health examination or vaccination certificate issued by a recognised veterinary clinic, and
v. a copy of proof or certification confirming that the dog has been neutered, if applicable.
Once the licensing application has been approved, the dog owner is required to pay the applicable licensing fee. The fee varies depending on the duration of the license, with the following rates applicable to each per dog:-
i. RM30 for (1)one year,
ii. RM60 for (2)two years, and
iii. RM90 for (3)three years.
However, a reduced fee of RM30 is available for a (3) three year license dog that have been neutered.
Once the license fee has been paid, the dog owner may collect the dog tag at the MBPJ HQ counter. The dog tag must then be securely attached to the dog’s collar at all times as it serves as a proof that the dog has been properly registered and licensed. This allows the local authorities to identify the dog and verify its licensing status during enforcement operations
For Stray Dog?
Whereas for a public stray dog, the person who wished to apply a license for the respective stray dog would generally need to take responsibility for the dog first, because a dog license is usually issued to an owner or keeper, not to an unidentified stray animal.
The dog should first be brought for a veterinary examination, vaccinated, and provided with proper identification. The applicant may then submit a dog license application to the relevant local authority together with the required documents.
By registering a stray dog under a responsible caretaker, the dog can be recognized as a managed and owned animal rather than an unlicensed stray animal thus reducing the risk of being captured during enforcement operations.
